I feel for you. Had my 36 C's at 11. You can get some great minimizer bras or be proud of them. The guys probably see more than just your breasts.
Everyone grows differently and at different rates. For example, I was 185 lbs at 6 feet when I was 14. I stopped growing. Everyone caught up with me in about 3 years. Don't let it worry you. The others will catch up.

Wear baggy clothing and hope you grow into them. If they continue to grow and become unmanagable in a few years, you can get a breast reduction done. I had the same problem and had the surgery about a month ago. The difference it has made in my life is incredible!
hey, I'm almost the same way, but I'm 15 and 38C. Your body grows at different rates, and your breasts are being filled out now. If it makes you extremely uncomfortable, find shirts and bras that make the breasts seem smaller.

If it seems to get out of hand and you start having back problems, talk to your parents about it and see what they have to say

Don't allow others to chose for you how you wish to feel about yourself. Boys make fun of them, because boys are jerks, and they usually just grow up to be bigger jerks, when it comes to things like that. Girls will make fun of you, because they are envious, and in trying to make you feel bad, they believe it will make them feel better. The more shameful or embarrassed you act, the more teasing you will get. So be proud of your body.

welcome to my world. when you get older you might have to get a breast reduction. I was growing that large when I was your age. Now i'm a 46DD. good luck and don't worry about those other girls, they will HATE you when they get older and the boys will NOT, lol.
I feel your pain. I had the exact same problem. But now that I am older, it's a lot better, cuz I am the envy of all my friends! Don't be ashamed. I use to wear huge t-shirts to hide them, but now I realize that it was stupid. When people make fun of you, ignore them. They are just probably JEALOUS!! And for the guys, well, I go through the same thing. I feel like they're talking to my chest, not me. If a guy does that, just walk away, or confront them. They'll be so embarrased, they won't know what to say!! Don't worry about it, though. In a few years, everything will become proportionate. Good luck!!
