No this is not true, some women are just naturally flat chested, I think this may be to do with you are told to expect your first period sometime soon after you have developed breasts, this is because breasts are a sign you are going through puberty and this is when your periods will start.

No. girls as young as 8 can sometimes begin to have periods, not all 2ary sexual characteristics need to develop at the same time.

no but the majority of girls develop breasts before they start the periods a few have started there periods before theyve developed breasts
Usually the breasts and pubic hair starts to develop before the start of periods. But it might be other way around as well.
