Probably if you're a virgin and you haven't yet broken your HYMEN(the thin layer of skin protecting your vagina). This can also be broken during the insertion of a tampon, or aggressive exercise or sports.
But the vagina stretches and expands to accomodate most penis sizes. You should be lubricated enough also, to prevent tearing of those delicate tissues; so adequate foreplay is good so that your body has time to respond with it's own lubricant. If not, you can use store bought personal lubricant. This discomfort will eventually become less and less for you as time goes on.
Remember to make a wise decision if you're going to have sex for the first time and wear a condom to prevent diseases and unwanted pregnancy. If you are young; talk to your mom or dad.

Sex does hurt the first couple of times. You should not feel pressured to have sex. When you find the right person that person will wait no matter what. You are truely not in touch with your emotions and mental feeling until you are in your 20's. Your preferences as a teenager/young adult are much different when you have more experience in life (and that is not sexual experience). Once you have lost it you cannot get it back. Regrets are the one thing that can cannot have take backs on.
