lol, yes they are "allowed" to. Usually they just have you lower your pants a little bit. The shots are usually given on the upper part of your cheek, so no you don't have to strip down.
Many innoculations are best administered in fatty tissue, such as the buttocks. When I take a vaccination to the buttocks, I usually bend slightly over the examination table and only drop my pants far enough for the doctor to do his/her duty.

OK, no injection is given into "fatty" tissue so not sure where above answerer ever got an injection like that. Some injectable meds just need a large muscle due to the type of drug or it's consistency. The gluteus maximus or the butt is an excellent place to do this and it is extremely common. Since it is given in the upper outer quadrant you need only expose that area for the injection.
