Who says that they do? Just because they give birth, doesn't mean men wouldn't be able to handle that same amount of pain. I think women are only regarded as having a higher tolerance to pain because they give birth, which is considered the most extreme pain. Since men can't give birth, people draw the conclusion that women have the higher tolerance.. It's easy for a woman to say, "you try squeezing a golfball out of your penis," or something to that effect to prove a point when it will never happen..
Besides, most women nowadays get pain killers, morphine, or epidurals during birth. Also, you can take classes and train yourself to breath and meditate, lamaze for example. It's proven that meditation helps with pain tolerance...all you need is training and focus.
The question at hand isn't who goes through the most pain, so don't say "we give birth, we give birth..."
The bottom line is, pain threshold is only a state of mind, and how you deal with pain, not how much pain someone goes through. It would be different for everyone, male and female, who they are, and how they deal with things.

God didn't think they needed as they don't give birth! Giving birth is one of the most painful expieriences a woman can go though. She has to be able to handle all that pain. That is why.
