Why do I have really short legs at my height?

I am 5'8 and my legs are really short.. my 6 ft' bro obviously has shorter legs, but when I sit next to him at church service or whatever it maybe, our upper body is the same, his legs are just like 3 inches longer than mine.. he has long legs and same lenght in upper body as me.. why does this happen? is leg lenght better or upper body lenght beter?

My friend has the same problem...that's why she only wears long pants to hide those short legs.
