Well,by the looks of the fridge at my office, NOONEcleans it.

Unmarked items to be tossed every Friday. Earlier if they are disgusting.
Marked items kept for one week from the date on the item.
As for cleaning it, you may have to just take it on yourself. Usually the fridge is a courtesy/convenience for the employees, not a requirement of the job.
Cleaning it is not really a custodial job and not part of most persons job description.
If you do, just use water and a cloth, maybe a mild soap. Do not use heavy cleaners as they will permeate the fridge and carry the smell/taste to everything in it.
