I have a serious question, need guidance immediately?

I have guess that just landed on my doorstep after being evicted many times. The reason they have been evicted is becuase of their personal hygeine and deplorable living conditions. If someone leaves the house with no care on how they look-I am talking dirty appearance and messed up hair, no brushing teeth, etc.. What sickness is this?

Depression, bi-polar, there are many others...Could be that they do not care. It could be anything really.
