Can anxiety and depression arise as a result of impaired flow of blood or oxygen to the brain?

What things can be done to remedy the above condition

According to the reading I have done regarding hypoglycemia (low blood sugar), the brain, when it senses that blood sugar is low, will do sometimes strange things to get the blood sugar (glucose) out of storage and into the blood stream. I would guess that impaired flow of blood to the brain may result in the brain sensing it was low on blood sugar. Lack of oxygen may inhibit other brain processes that may be involved in this sensing.

Anti-depressant meds.- there are many.
Fact is you would have an awful lot of other symptoms if you had any significant obstruction. Major depressive disorder and generalized anxiety is caused by an impalance of neurotransmitters. What makes you suspect you have an impairment?
