It is absolutely within the bounds of being ethical if the client requested it and initiated it.
If both case manager and client want to pray together, fine. But neither case manager or client should force the issue.

If you are in agreement, there is nothing wrong with this. In fact, it may help the situation you are in. We live in a world where prayer is shunned upon in the business place, or outside of a church. But, the fact is, God is everywhere, even at juvenile detention centers. I have found prayer helpful in the most hopeless situations. I admire your case manager.
If both parties agree to it I believe that prayer can be an extremely good, helpful thing. But I don't believe that it should be forced on anyone.
It is not ethical for a case manager to ask or expect someone to pray. However, if a client starts to pray, there is nothing wrong with a case manager joining in.

Juvenile justice is a government position that cannot be used to espouse any religion, The case manager could lose their job if reported.
Only if the client initiates it. If the client asks the case manager to pray with him, it's perfectly ethical for the case manager to do so if he chooses. However, it would be entirely inappropriate, and even borderline illegal, for the case manager to ask or force the client to pray in any context.
If the client wants to, sure. It's no one else's business in that case.
