Most anxiolytics (the medications used to treat and control anxiety disorders) also come in liquid form. Your cousin's psych MD needs to know about his/her problem swallowing pills. That way, the MD can prescribe the medications in liquid form.

Benzodiazapenes are generally only prescribed for adults, and even then, only with caution. SSRIs can be given to adolescents, but the use of SSRIs in teens is associated with an increased risk of suicidal thoughts and behaviors, even in patients with no prior history of depression, so they should be used with caution. I'm pretty sure that there are no liquid preparations of any SSRIs, although there may be some that can be crushed and sprinked on food or mixed with juice.
Medication should only be considered for anxiety in a 14-year-old as a last resort, if all other options have been thoroughly exausted, and the anxiety disorder causes significant impairment. If your cousin has already tried various cognative/behavorial therapy approaches (i.e. talking to a shrink) without success, then she and her parents should talk to her doctor about possible medications that could help.
