Counselors and social workers in schools. I know there were a few of these in my high school, but I don't know if they're everywhere or only in certain states or whatever.
Outpatient programs where a person goes the hospital for 3-8 hours a day. There are classes on a variety of topics, including relaxation, stress management, behaviors, relationships, and abuse. There is also group therapy. There are other programs in my area that offer a similar program outside of the hospital.
There are a lot of programs out there that also train "average" people on the red flags of someone who is thinking about killing themselves and how to help them. Once of the best is QPR - Question Persuade and Refer. It takes about 2 hours to be certified as a gatekeeper and the information you learn is invaulable.
it seems pretty much like you have it pretty much covered. you have all the things that most people do. you should do well on your paper. maybe you should look into better health care for those who fall in between the cracks of the system and can't get good care when they need it.
you may find looking into Deviant behavior useful to see wiether social control works. http://en.wikipedia.org/wiki/deviant_beh...
