Those classifications are outdated. But I believe the imbecile was supposed to be smarter, or only "a fool."
A cretin was an uncouth and possibly violent person with no class, an imbecile was a very stupid person,, so it's imbecile.
Cretin is the lowest of the two.
Both are inappropriate slang terms without scientific merit
