do you think it would be hard to design a software package that would diagnose schizophrenia or bipolar ?
they would answer a series of questions...and there would be a diagnosis at the end.

Very difficult. Bipolar takes years to diagnose and schizophrenia can masquerade as a number of other issues.
Not if you know how to design programs and you know the answers to the questions....
This already exists, and is called a psychologist.
A software program can be lied to easier than a person. Also, if those are the only two options of diagnoses, then a lot of people will be misdiagnosed.
Even if you could you would need a person there to verify the conclusion. And it would be best if the pres on saw it first hand. A human can pick up on subtleties that a computer would simply miss.
