Well, first of all, you are WAY too young to have sex.
You won't be done growing until you're 21-22. So relax. There's a reason kids shouldn't have sex. Can you support a baby? Make a house payment and car payment? Doctor's bills? Food, water, heat, a/c, gasoline? When you can do all those things, then you are ready to have sex and take responsibility for YOUR actions.
Maybe by the time your penis and body grows, you'll be old enough.

When you say that it doesn't retract, I'm thinking you mean your foreskin, and that's fine, mine doesn't retract when I'm erect either, it's no big deal.
