No one really knows, just like no ones know what the average size of a penis is. A lot of people say that it's about the size of an index card, if you were to unroll it and flatten it out.
The size of the foreskin is an extremely variable phenomenom. As long as it retracts (i.e. can be pulled back over the tip of the erect penis) and can be replaced to its usual position afterwards without discomfort, it is normal.
Think about having enough slack skin to comfortably cover the glans while erect. You might need 1.5" to go from the circ scar to the tip of the glans, then another 1.5" because the skin rolls back and re-connects. If the circumference of the shaft is an average 5 inches, then the size of the amputated highly sensitive mucosal tissue is (1.5 + 1.5) X 5 = 15 square inches.
