If you are referring to the sin of onan, well it had nothing to do with masturbation at all. It referred the the contraceptive practice of withdrawal and spilling your seed instead of letting it impregnate somebody.
According to the Bible, yes it is. If you refer to Mathew chapter 5 verse 30, it talks about self-pleasure and if you read all of chapter 5 you will see just about everything is a sin.
