my friend is pee shy wot can he do to combat his fear?

I know other guys who are the same way. Not sure what he can do but, tell him he's not alone.
If he's shy about public bathrooms, he might try holding it as long as possible - until he can't hold it any longer - he'll go whether someone else is in the restroom or not.

Go out into the world and pee alot. We all do it, what's the big deal?
I'm only being friendly because I have to, but don't think that I want to.

The simplest answer is the best. Recommend using the stall. No one needs to know why you use a stall instead of a urinal.
