Answers:
At 12, you should not go by how large your waist is to determine health, because you are still growing, and probably have not started/finished going through puberty yet. You should be 18 before any "healthy weight" assesment can be accurately done. If i were to assess you now, right now you are underweight, but you are also only 12. For someone your height you should be between 106 and 121. As you get older (past 25) the weight cut off increases but should not be above 132. When you get older, it's considered bad for your heart health to have a waist measuring larger around than your hips (especially if it is a hard belly -if it's soft, then it isn;t as bad).
Right now, just focus on eating properly (getting your rec. daily intake of each food group) and keep physically active.

It all depends on your frame size. There's no specific waist line you're supposed to have.
your waist line has nothing to do with you being healthy .

if you want to know if your healthy then got have a check up from your doctor and you will find out if your healthy.
