What are you complaining about? Shaving is a real pain! If your body is functioning normally otherwise, I wouldn't worry about it. If you really want hair, you may consult an endocrinologist.

It's likely genetic--what kind of experience did your dad and grandfather have with growing facial hair? I have a young friend who is 19 and only shaves his peach fuzz every week or so. He'll likely look like a teenager into his 30's. TV would kill for an actor who stays looking like a teen, in case the series lasts several years.
To be honest i would just leave it, you will through all that hassle of having it checked out, and then, if it does help, you will then have to shave everyday. Seriosuly you are saving yourself loads of time without having a beard

If you have native Indian in your family or in the past. Forget about growing hair. I'm 10% Indian and barely grow sideburns and a mustache.
