Yup, measure along the top, from the pubic bone to the tip. It doesn't matter if you have a hard on or not. You can do both and that way you'll know your "soft" length and then while erected.
Ask your doctor to measure it. Most men measure it from the bottom side to the tip so they can say they have 7 inches or more when if fact they really have about 5 inches.
