Yes it will hurt. Your penis is extremely sensitive because of all the nerve ending hence why sex or massage of any kind feel so good. But with all those nerve endings if you hurt it its going to hurt worse then say on your stomach. Choose the fattest part of your body if you want the least amount of pain for a tattoo because there are less nerve endings on fatty areas.
Just to clarify: A tattoo on ANY part of the body would hurt, except maybe the elbow, since there are no pain endings in the elbow. Don't believe me? pinch your elbow skin and see if you feel pain. ;)
