Yes, these sites explain as well as test for family relationships based on the closeness of DNA. There are explainations as well as signup processes. The talk is not for the 'light' of science. The terms are very confusing. They are just terms. The better the match, the closer the relative. They can rule out non-ancestral people also. Cool stuff.
It can be close, but you have both the DNA from mom and dad, so it is more likely to be closer to a sibling than say an aunt.
