Yeah, we're used to the foreskin stimulating the head by sliding up and down, so it feels a bit weird and unresponsive to have a bare head. =P (gliding mechanism)

One of my friends says that he readjusts the foreskin after putting on a condom, which allows him to feel better with the foreskin rather than that bare rubber. See if you can do that.
To below... why should he lose the foreskin? Who wants less sensitivity? Anyways, they look very similar when erect, since the foreskin slides back.

When your penis is hard you want to retract the skin back over the head of your penis. Open the condom, put a drop of water based lube on the inside of the condom, take you thumb and forefinger and pinch about 1/2 inch at the end of the condom (removing the air) and place on the end of your penis. Unroll the condom about half way down the shaft, then slide forward so skin slides back over the penis head, then finish unrolling to the base of your penis. After sex you want to make sure to hold onto the condom so it doesn't come off while your pulling out. Slide the condom off, then tie the open end and throw away in trash.
the best way is to move the skin back, you shouldn't have to move it back all the way, but the skin should be able to move back and forth once the condom is on.
There's actually a little trick to it, if you want your foreskin to move back and forth. First, retract your foreskin all the way back and put on a condom as instructed. As you do this, you want to unroll the condom over the inner foreskin and this can be a little tricky to do if you've never done it before; you kind of unroll it a little, then pull the foreskin forward towards the head a little, then unroll a little, repeat, etc until the condom's fully unrolled.
At this stage, you'll find that the condom might bunch up a little with your foreskin, and may/may not cover your entire shaft skin (but it should cover most of it). Now "push" your foreskin forward towards the head so it doubles back on itself as it would without the condom. You should find that the condom kind of doubles back with your foreskin. This should allow your foreskin to slide back and forth, and condom with it.
This may take a little practice, and you might need to try a variety of condoms to see which works. The links might have a better description/other ideas. Honestly, it's a little weird and awkward at first, but it's not so bad once you figure it out with a little practice and experimenting.

You should pull the foreskin all the way back. Otherwise, when it tries to retract, you could rip the condom.
However, by really having it all the way back, you have the condom fully covering your head and inner foreskin. The foreskin with condom can roll forward.
As another poster mentioned, a drop of lube inside the condom helps.
