Possible cause # 1 is acne.
Do you have acne (zits, pimples, etc.)?
Are you allergic to anything? Some people who are latex intolerant have reactions to polyester clothing like underwear.
Is it hot & humid where you live? This may increase your reaction to environmental stimuli such as poor water quality conditions.
Finally, are you sexually active? Have you had relations with a person of unknown history?
If you are not sexually active please do not get too excited about this. It may just be your hormones working overtime.

Depends on what kind of bumps..
If your circumcised then you would have lot of little bumps (like goosebumps) around the neck of your penis. These are nerve ends and is there to enhance pleasure during sex.
In other cases these might just be raised blood vessels that pumps blood in and out of the penis.
If they hurt, then you should really go and visit a doctor.
If they're small and white, then you're perfectly normal. These are Fordyce's spots, which are not dangerous, and perfectly normal.

If these bumps are on your actual penis, then this won't help much, but if they are just above your penis in your pubic area, then it is usually just hair starting to grow. This is usually the first sign that most boys have. It can look like pimples or white heads. If it is on the shaft itself, then it may be something else as hair usually doesn' t grow on the shaft of the penis. I'm assuming that is recent since it has only begun to be a problem and since you haven't had sex (good for you) then STD's are out of the picture as well. In rare cases it could be a staph or strep infection that needs some antibiotics. But in that case, you would need to see a Dr. If it's not the hair, can't say more without more info.
