No, you are tall for your age but there's nothing wrong with that. Being tall is an advantage, girls like tall guys better, tall guys get hired more than shorter guys, tall guys are trusted more. At 13 you might have a little more growing to do, but thats OK. My brother is 6'6" and the only disadvantage he has experienced is having to buy oversized clothes. Other than that, he has totally dug it, I hope you do too.
Have yourself checked by a doctor. Some hormonal diseases can make you grow real fast.
