yes sometimes, it really depends.
some men find it hard to be affectionate because they grew up in a family who was unaffectionate, so they aren't used to lots of love and affection. My husband grew up in this type of situation. They hardly said I love you or hugged him so he was a little reluctant when we first got together because I grew up completely opposite of him and he felt a little suffocated by all the I love you's and hugs. I gradually got him out of it..
Another case is where the father figure may have taught them that it was unmanly to do so. there are plenty of reasons why some men do this. in a relationship you just have to give it time and they usually come around. I did this with my husband, smothered him in my affection for a while until I learned that he grew up this way, distanced myself a little but after a while he came around. that may not be the case for all men but it worked for me

i think its unfair to say just about men everyone sometime in their life will have the same problem just look at the world i cant see much of anything good in it for anyone to love
We women are still trying to figure that one out just like men are still trying to figure out the way we work too. Honestly though, I think it depends on the individual person
Perhaps they are scared. We associate men with being "strong and dependable" therefore what ever they do they are going to fail. Love them for what they are and not some ad mans ideal and you will be 90% of the way. The other 10% is to tell them frequently as they are understandably insecure.
if they were not shown affection as a child they tend not to show affection as an adult
