I think a couple of things. Girls who have hair on them, either dont notice it, or they think guys will like them cause they got hair on their facial areas. It is a major turn off though.
This is probably caused by a horomone imbalance in her body, belive it or not it is common among women. Why, i think it has somethingo do with the presence of testosterone in a female's body, much like some men have overdeveloped breasts because of elevated estrogen levels.
