Any dentist can take the coursework necessary to put on braces. However, as it has been deemed necessary for those specializing in orthodontics to receive 2-3 years of specialized training, in most cases(aside from minor tooth movement) it would probably be in your best interest to let an orthodontist do the treatment or at least do a consultation.
Yes a general dentist can put on braces for you, but be careful or you might just get what you pay for.
